North Korea leader Kim Jong-un and Russian President Vladimir Putin will meet for the first time on April 25 on Russky Island.

“The date is April 25. Our president will hold talks with North Korean leader Kim Jong-un in Vladivostok who will pay a visit to our country. That meeting will be the first contact between our president and the North Korean leader,” Ushakov said in comments carried by Russia’s Tass news agency.

The talks between Putin and his North Korean colleague will be held on the campus of the Far Eastern Federal University. According to the newspaper, Kim Jong-un will arrive in Russia on April 24 on the same train, in which his father Kim Jong Il came in 2002.

Previously, the current leaders of North Korea and Russia have never met in person. The meeting between Putin and Kim Jong-un will take place at a difficult time for North Korea – after the failure of negotiations with the US in Hanoi in February of this year.

At the border station Hassan, a train consisting of a Russian locomotive and more than seven cars was met by the Russian delegation – Minister for the Development of the Far East Alexander Kozlov, Deputy Foreign Minister Igor Morgulov and Primorsky Territory Governor Oleg Kozhemiako.


Kozhemiako soon posted a video of the meeting on Instagram. It shows how the leader of North Korea, down the red carpet, is greeted with bread and salt.

What are the expectations? 

  • North Korea

According to experts, both Pyongyang and Moscow are interested in this meeting, but both sides will come to negotiations with a different agenda.

The USSR was the main ally of North Korea, which supported economic cooperation and cultural exchange and also provided economic assistance to Pyongyang. Moscow once handed over to the North Korea data that made it possible for Pyongyang to work on its own nuclear program.

After the negotiations at Trump-Kim , North Korea is trying to establish ties with all countries that, at least to some extent, can help weaken the sanctions regime. Pyongyang can be useful as a real help, and symbolic diplomatic assistance.

The country wants to show the United States that, despite the failure of negotiations, the country was not internationally isolated.

“North Korea is looking to Russia as another option to help relieve sanctions. Russia can lobby the U.S. on North Korea’s behalf,” Ken Gause, a DPRK leadership expert at the CNA told NK News.

“It can potentially provide some amount of aid. It is another voice in the international community and in the UN advocating for sanctions relief. As for the long-term, Putin has a desire to increase Russia’s footprint in northeast Asia.”

Vladimir Putin has long wanted to meet with the leader of the DPRK. But Pyongyang was preparing first for the first talks with the US president, and then for the second, and Russia, all this time stood aside.

Russia, like the United States and China, is also worried about the nuclear status of North Korea. For Russia, participation in solving the North Korean issue is a matter of reputation. Regardless of how the relations between the United States and the DPRK will develop, Russia wants to participate in the game – and the level of this participation here is not fundamentally important.
